US and Russia cut human review of AI targets from UN draft

WaPo had this yesterday. At the last Geneva session on autonomous weapons, US and Russian diplomats got the line requiring a person to review AI-generated targets taken out of the draft. Two other bits went with it, the one saying these systems have to behave predictably and the one about ethics. It's a draft report, not a treaty. It goes to the CCW review conference in November and France wants a real negotiating mandate out of that. My bet is the mandate happens and the review clause doesn't come back. Nobody at that table burns leverage to put back something two of the biggest delegations just deleted. So human in the loop ends up meaning whatever each country's procurement rules say. I don't know how many of the 128 states would actually fight for it.
