This paper presents Skill Runtime Intelligence, a passive runtime evidence architecture that reconstructs Skill lifecycle stages across heterogeneous coding agents using deterministic evidence graphs and evidence-calibrated diagnoses, without relying on model explanations for deterministic facts.
