The Commission is proposing the European Technological Sovereignty Package, marking a change in Europe's approach to its tech ecosystems\.
The Commission is putting forward a multi\-pronged, comprehensive strategy to achieve**technological sovereignty**, with initiatives that are interconnected and mutually reinforcing across each stage of the value chain, from chips, to infrastructure, to software, cloud and AI, and in synergy with past and ongoing initiatives such as AI Factories and AI Gigafactories\.
This is reflected in**four initiatives:**
1. The[Chips Act 2\.0](https://digital-strategy.ec.europa.eu/en/policies/chips-act-2)to strengthen the semiconductor ecosystem and supply chain resilience, and boost domestic demand
2. The[Cloud and AI Development Act \(CADA\)](https://digital-strategy.ec.europa.eu/en/policies/cloud-and-ai-development-act)to unlock the potential AI and cloud, to transform our industrial ecosystems and improve societal outcomes
3. The[EU Open Source Strategy](https://digital-strategy.ec.europa.eu/en/policies/open-source-strategy)to reduce dependencies across the entire technology stack
4. A[Strategic Roadmap for Digitalisation and AI in Energy](https://energy.ec.europa.eu/topics/eus-energy-system/digitalisation-energy-system_en#strategic-roadmap-for-digitalisation-and-ai-in-energy)

The EU's tech sovereignty plan prioritizes semiconductors, cloud, AI, and data centers while underfunding open source and decentralized social media, revealing a misunderstanding of social infrastructure as core infrastructure.
OpenAI presents an EU Economic Blueprint proposing four pillars to drive AI-fueled growth in Europe: establishing foundational resources (chips, data, energy, talent), streamlining regulatory frameworks, maximizing AI adoption across sectors, and ensuring responsible development aligned with European values. The blueprint includes concrete initiatives like a 300% computing capacity increase by 2030, a €1 billion AI Accelerator Fund, and training 100 million Europeans in AI skills.
OpenAI announces its intention to sign the EU's Code of Practice for General Purpose AI and launches the 'OpenAI for Countries European Rollout' to support Europe's AI development. The move aims to balance regulatory compliance with fostering innovation and economic growth across the European continent.
The EU, led by France, is accelerating efforts to reduce reliance on US technology by adopting open-source and European alternatives amid tensions with the Trump administration.
