HSBC Joins APAC Push to Set Standards for Agentic AI Payments

The Emerging Payments Association Asia (EPAA) has launched an APAC working group with founding memberHSBCto address liability, identity and fraud risks in agentic payments.

The group will bring together banks, payment networks, fintech firms and technology platforms to develop common standards for payments initiated by AI agents.

APAC currently lacks an agreed framework for determining liability when an agent exceeds its mandate or a transaction goes wrong.

The group’s work will cover agent identity, authentication, authorisation and liability, alongside commercial models and practical guidance for the industry.

Its recommendations will be developed through an 18-month engagement process with ASEAN and APEC governments, regulators and central banks.

Formal policy proposals are expected to be delivered at the 51st ASEAN Summit and APEC Economic Leaders’ Week in November 2027.

“The EPAA AI & Agentic Payments Working Group brings the right organisations together to define the standards, infrastructure and frameworks that agentic commerce demands, and takes those positions directly to the regulators and governments across ASEAN and APEC. The organisations that help build these frameworks now will shape how agentic commerce works across Asia Pacific for the next decade.”

Nicholas SooNicholas SooNicholas Soo, Managing Director and Asia Head of Payment Products, Global Payments Solutions at HSBC, said,

“Our pilot agentic commerce transactions have demonstrated how B2B transactions can be executed end-to-end with control, transparency, and risk management from the start. We look forward to working with other members of the working group to build the foundations required for agentic commerce to take flight.”

The initiative will have a committee of 10 to 12 organisations and a working group of up to 30 organisations, with places open to EPAA members.
