Last night, around 1 AM on June 21, 2026, I successfully applied for Oracle Cloud’s permanently free VPS 🎉 using my phone + mobile data + China Merchants Bank Mastercard debit card.

During the entire process, I didn’t use a proxy or an overseas credit card, and all information was filled in with real details.
Since many friends have been stuck on registration, verification, payment, and bank card issues, I decided to document my own application process for your reference.

To protect personal privacy and to keep the demonstration process without blurring, I will use a set of “demo information” to simulate the full process from last night.

1. Preparation Tools Before Applying 📌

The environment for my successful application:

📱 Device: Phone (I used an iPhone)
🌐 Network: Real mobile data
📮 Email: Domestic QQ Mail
💳 Bank Card: China Merchants Bank Mastercard Debit Card
🔐 Proxy: No proxy used

Many people think Oracle Cloud requires an overseas environment, an overseas credit card, or a proxy.
But from my actual experience, at least I successfully applied using domestic mobile data + a domestic QQ email + a domestic debit card. Of course, everyone’s network, bank card, and risk control conditions differ, so this can only serve as experience sharing — no guarantee of 100% replication. The whole process is for reference and discussion only!

2. Pre-Application Notes (Please read in order) 🧰

1. First turn off all proxy software, then turn off Wi-Fi, and use real mobile data to connect to the internet.

2. I used Safari (the built-in browser on iPhone) and did not enable Private Browsing; I used a regular window.

3. For the address section, I used my real home address. See the practical steps below for details.

4. For the bank card section, remember to make sure there is sufficient balance in your card and that a payment can be deducted successfully. Payments with the China Merchants Bank Mastercard are settled in RMB, so there’s no need to worry about currency exchange. However, if your foreign currency card settles in a foreign currency, please exchange currency in advance and prepare at least 2 Singapore Dollars.

3. Application Process 🚀

Note: This information is fake and used only for format demonstration — do not copy it. In my actual application, I used my real information.

Below is a simulation of my complete application process from last night.

Step 1: Give the address to AI and ask it to translate the address into English and return it in the format: Country, Province, City, Address Line 1, Postcode (see image below)

English address obtained:

• Country: China
• Province: Guangdong Province
• City: Huizhou
• Address Line 1: No. 202, Qiuchang Subdistrict, Huiyang District
• Postcode: 578592

Step 2: On your phone, open Safari browser in a regular window, search for QQ Mail, and log in to the web version (Step 1). Then open a new regular window, search for Oracle Cloud, and click “Start for free” (Step 2). Then fill in the country, name, and email address — note that all should be in uppercase (Step 3).

Reminder again: Fill in your real personal information when actually applying.

Step 3: Complete the CAPTCHA verification, click “Verify email address”, go back to the web version of QQ Mail, and click verify. For the name and address information, I used the following format: full name in uppercase, backup name in given name then family name order, also in uppercase. Account type selected as Personal Account, primary region selected as Osaka, Japan.

Step 4: For the address information, directly copy the English translation from earlier. See the image below for the specific format. For the card, I used China Merchants Bank’s Mastercard Standard Debit Card. If you’re interested in getting one, you can refer to my card application video.

Step 4: After filling in the card information, they deducted SGD 1.38 and then immediately refunded it. After the deduction was completed, click “Apply”. If you see the runway loading screen, congratulations — you’ve successfully gotten on board! 🎉

4. My Personal Experience Summary 📝

Oracle Cloud’s review and risk control process is somewhat mysterious.
Some people succeed on their first try, some get stuck on the bank card, some get stuck on account review, and some cannot create a free instance after successful registration.

So my suggestion is:
Don’t rush, don’t fill in random information, don’t retry frequently. Prepare your materials as completely as possible before applying.
I’ve been trying since last year. I don’t remember exactly what I filled in the first few times, but one time I failed because I didn’t log in to QQ Mail in advance, causing too many attempts, and another time because I used a proxy. In short, there were many problems.

This time was a very smooth application experience. Being able to successfully apply using a phone, domestic data, and a domestic debit card was indeed surprising, and it provides a reference case for everyone.
